1. Direct elections for the Parliament of Serbia and Montenegro shall be held separately in the two Member States whenever elections for the respective parliaments take place. The terms of office of the current Members of the Parliament of Serbia and Montenegro shall be extended until such elections take place.
2. The Member States shall continue to fulfil their obligations deriving from the Constitutional Charter. They shall also work towards fulfilling the conditions for further progress towards the European integration, including full cooperation with the ICTY. They shall work together to achieve progress in the Stabilisation and Association Process, in accordance with the twin-track approach agreed with the European Union.
3. Regulations related to a possible referendum in accordance with Article 60 of the Constitutional Charter must be based on internationally recognised democratic standards. A Member State organising the referendum shall cooperate with the European Union in respecting the international democratic standards, as provided by the Constitutional Charter.
4. Points 1 and 3 shall be adopted by the Parliaments of the Member States and the Parliament of Serbia and Montenegro as amendments to the Constitutional Charter and the Law on the Implementation of the Constitutional Charter.
