President of the Republic of Serbia Aleksandar Vučić said tonight that Serbia is in a difficult legal and political situation regarding Kosovo and Metohija.
In his address to the public from the Palace of Serbia over the brutal attacks on the Serb population in Kosovo and Metohija, Vučić said that economically, Serbia’s progress is rapid, sound, perhaps even excellent, as evidenced by economic parameters and indicators, but that there is no doubt that Kosovo and Metohija is what remains the country’s most painful and difficult point.
He emphasised that Kosovo is the costliest word for every Serb, one that is also used with utmost ease, often with an unbearable lightness of irresponsibility.
Its use and abuse have brought us to the point of senselessness. No matter what measures I propose and no matter what we do, no one will ever be satisfied. Nobody except a small circle of rational people who want to be fair to themselves and everyone else, all the while understanding the situation in Kosovo and Metohija today, yesterday, 10 or 15 years ago, Vučić said.
Whatever we proposed – in the end – everyone would be against it. Not some, all of them, stated the President of Serbia and assessed that there is no solution for the Kosovo and Metohija problem that would be satisfactory for Serbs.
Serbia's future moves fall into five areas, he said, noting that the country seeks a return to what has been achieved in the dialogue process.
The President specified the moves, which are:
- Return to the “status quo;”
- Kosovo and Metohija as an area of special social protection;
- Resilience of Serb institutions in Kosovo and Metohija;
- Establishing a special Prosecutor's Office;
- Decision on the illegality of all bodies and institutions established on the territory of Kosovo and Metohija after the illegal unilateral declaration of independence and the non-existence of all their acts that have been passed or will be passed.
Vučić explained that the Return to the "Status quo ante" area includes seven necessary points for progress in the dialogue:
He also announced that the National Assembly of the Republic of Serbia will adopt a law within 45 days that will declare the Autonomous Province of Kosovo and Metohija an area of special social protection, which will guarantee the right to financial support for the unemployed, the President said.
According to his words, Serb institutions and temporary authorities in Kosovo and Metohija will not be abolished or closed, which will prevent Albin Kurti from achieving his main political goal – to expel and completely eliminate the institutions of Serbia and Serbs in Kosovo and Metohija.
Vučić announced that it has been agreed that the National Assembly of the Republic of Serbia will adopt a law on the organisation of jurisdiction of the Republic of Serbia’s judicial authorities for the area of the Autonomous Province of Kosovo and Metohija, which will establish a special Prosecutor's Office for the prosecution of abuses and violations of basic human rights, usurpation of property, and violation of the physical integrity and dignity of the citizens of the Republic of Serbia in the territory of Kosovo and Metohija. The Prosecutor's Office will have a special task to investigate and prosecute criminal and unlawful acts of employees and officials of provisional institutions in Priština.
It was also agreed for the National Assembly of the Republic of Serbia to adopt a decision within 45 days establishing the illegality of all bodies and institutions established on the territory of Kosovo and Metohija after the illegal declaration of independence, as well as the non-existence of their acts.
Vučić announced that he will present these measures in meetings with 60 world leaders, as part of a global diplomatic campaign that will last until the end of November.
