At today’s session, the Government of the Republic of Serbia adopted a set of bills in the field of finance, including the Bill on the Final Account of the Budget of the Republic of Serbia for 2023.
The Bill on Electronic Delivery Notes (E-Delivery Notes) was prepared due to a large number of requests from companies. This regulation introduces numerous benefits to the business sector: the time needed to administer documents is shortened, logistics is accelerated, and processes related to cargo transportation are facilitated.
The Bill amending the Law on Alternative Investment Funds reduces the minimum amount of mandatory payment by an individual investor in this type of fund, increases the amount of share capital above which the fund must have bicameral management in order to reduce the costs of management companies, and prescribes the organisation of a centralised Pledge Register on Investment Units.
The Bill amending the Law on Open Investment Funds with Public Bidding prescribes, as in the case of Alternative Investment Funds, the organisation of a centralised Pledge Register on Investment Units, which provides greater opportunities for investors.
The proposed amendments to the Law on Property Taxes regulate the continuity of the jurisdiction of the Tax Administration for the establishment, control and collection of inheritance and gift taxes and taxes on the transfer of absolute rights after 1 January 2025.
Amendments to the Law on Profit Tax of Legal Entities specify the provisions governing the filing in of tax returns and the fulfilment of tax obligations in connection with liquidation and bankruptcy proceedings, as well as the obligation to submit tax returns for legal entities that cease to exist due to status changes.
When it comes to the proposed amendments to the Law on Personal Income Tax and the Law on Contributions for Mandatory Social Insurance, with the aim of further fiscal relief of wages, it is proposed to increase the non-taxable amount of wages from RSD 25,000 to RSD 28,423 per month.
With the proposed amendments to the Law on State Administrative Fees, Section B of the Tariff, which prescribes consular fees, has been amended in order to standardise the amount of consular fees regardless of the currency in which the payment is made.
The Bill amending the Law on Value Added Tax proposes the introduction of a preliminary tax return on value added tax beginning for the tax period January, that is, January-March 2026, as an attachment to the tax return.
Government members adopted the Decree on the Declaration of the Golija Nature Park, which increases the area under protection to a total of 75,838 hectares.
At the session, the Conclusion on the adoption of the text of the Agreement on Cooperation between the Republic of Serbia and the Veneto region, Republic of Italy, in the field of economic, social and cultural development was adopted.
