Government members adopted the 2025 Budget Bill of the Republic of Serbia and a set of accompanying bills. The budget bill projects total revenues and receipts in the amount of RSD 2,346.2 billion, which is RSD 172.9 billion, or 8%, more than the amount envisaged under the 2024 budget revision.
Tax revenues are planned in the amount of RSD 1,985.1 billion (an increase of RSD 120.3 billion or 6.5%), and non-tax revenues in the amount of RSD 325.7 billion (an increase of 18.4%).
The budget bill forecasts total expenses and expenditures in the amount of RSD 2,660.2 billion, with a fiscal deficit of 3% of GDP.
GDP is projected to grow 4.2% in 2025, with public debt (general government debt) forecast at 47.5% of GDP. Capital investments are set at RSD 762.9 billion, or 7.4% of GDP.
Under the Bill on the Deposit Insurance Agency, the Agency’s competencies are defined in a clearer and more transparent way.
The Bill amending the Law on Games of Chance prescribes numerous prohibitions and restrictions for minors participating in games of chance.
The government also adopted the Bill amending the Law on Excise Taxes, which will improve the e-excise system with the continuous monitoring of cigarettes and non-combusted tobacco in all stages of sales and expand the subject of excise taxation to herbal smoking and heat-not-burn products and water pipe products (shisha flavours).
Under the bill, excise tax refund is envisaged to go up to 50% for motor fuels for companies that engage in road transport of passengers and cargo.
Government members also adopted the Bill amending the Law on Pension and Disability Insurance, which stipulates that the pension will be adjusted one month earlier in the future.
Furthermore, the government adopted the Decree establishing the Office for IT and eGovernment as a provider of the service for managing a qualified tool for creating a remote electronic seal, i.e., e-seal in the cloud, making it the first provider of this sophisticated electronic service in Serbia.
The Decree declaring a new protected area – the Special Nature Reserve Mojstirsko-Draške Planine on the territory of the Tutin municipality – was also adopted.
