The Serbian government adopted today the Public Procurement Bill in order to ensure compliance with the acquis communautaire in this area, in a timely manner, before the accession of Serbia to the EU.
The effects of the implementation of this law will be seen, first of all, in the more efficient implementation of public procurement procedures, reduction of costs and administrative procedures, protection of small and medium-sized enterprises from the negative consequences of centralisation of public procurement, as well as more efficient protection of rights during the procedure itself.
The proposed solutions are aimed at preventing corrupt behaviour, improving competitiveness and fully open advertising in the procurement process.
With the new law, businesses will be informed about business opportunities, and the expansion of the contractor database locally, regionally, nationally and internationally will be enabled, which will greatly affect market development.
A special emphasis has been placed on combating corruption - increasing transparency and ensuring that business entities, the public, the media and other participants are informed about contract award opportunities and about bidders to whom contracts have been awarded.
The new law also envisages free publication of all public procurement announcements on the Public Procurement Portal, which further ensures transparency of the procedure.
The government adopted a regulation establishing the Programme for a standardized set of services implemented by accredited regional development agencies in 2019.
The aim of this document is institutional support and capacity building of regional institutions in the context of implementing regional development policy.
The activity of development agencies is based on the preparation of programmes and projects of economic and regional development, analysis and provision of data and information for policy improvement in this domain, as well as accreditation and coordination of the Republic Broadcasting Agency.
The government has provided funding for another 200 scholarships in the 2019/20 school year to continue the implementation of the World in Serbia Project, bearing in mind the successful practice to date in implementing this programme.
